Robbie Chartier, County Administrator, has 29 years of experience in local government, and is the first female Administrator to be appointed by the Commission. Mrs. Chartier was appointed on November 10, 2011 by the Board of County Commissioners. She has been employed by Okeechobee County since June 1998 and served as Okeechobee County Deputy Administrator for Budget and Finance. Mrs. Chartier has served as Okeechobee County Interim Administrator from March 1, 2011 until her appointment and from November, 2007 until April 15, 2008.
Chartier has received a 25-year service award from the International City/County Management Association (ICMA) and is an ICMA “Credentialed Manager”. She holds a Master’s Degree in Public Administration from Florida Gulf Coast University and a Bachelor of Arts in Accounting from University of South Florida.
Pursuant to Florida Statutes 125 the Board of County Commissioners sets policy and adopts ordinances that regulate Okeechobee County Government. The County Administrator is the Chief Executive Officer for County Government and carries out the directives of the Board of County Commissioners policies. As County Administrator, Mrs. Chartier has the direct supervisory responsibilities of the Deputy County Administrator, County Budget & SHIP Program, Human Resources & Risk Management, Tourist Development, Cemeteries, Solid Waste Collection, Community Development (including Planning & Zoning, Building Department and Code Enforcement), Facilities Maintenance and Capital Projects Development, and Public Safety (including Fire Rescue, E=911, Emergency Management and Fleet Maintenance) with indirect oversight over operational departments within those departments.
Mrs. Chartier also represents Okeechobee County on the Public Risk Management (PRM) Executive Board as Chair (former Vice Chair), is a member of the Small County Coalition and FHERO. She served as Treasurer of the Heartland Library Cooperative Board, is a member of the Florida City County Management Association (FCCMA), Florida Association of Counties (FAC) and the International City County Management Association (ICMA).

DEPUTY COUNTY ADMINISTRATOR:
Louis Johnson, Deputy County Administrator was hired January 14, 2019 and has an extensive background in local government primarily in the Stormwater and Public Works field.
Mr. Johnson holds a BA in Business from Nova Southeastern University, Masters in Public Administration from Nova Southeastern University and Masters in Environmental Law and Policy from Vermont Law School.
The Deputy County Administrator serves at the will of the County Administrator and is responsible with carrying out the directives of the Administrator and the policies of Board of County Commissioners. Mr. Johnson acts as the Public Works Director and has the direct supervisory responsibilities of the Community Services, Road & Bridge Maintenance Operations & Airport; with indirect oversight over operational departments within those departments. Mr. Johnson is a member of American Public Works Association (APWA) and Florida Association of Counties (FAC).
